Activities of the Director-General of the Arab Center for the Studies of Arid Zones and DryLand (ACSAD), Dr. Nasr Edin Obaid, made it a working visit sisterly Arab Republic of Egypt in the stage from 15 to 20 September 2020.
Dr. Nasr Edin Obaid takes the legal oath
Dr. Nasr Edin Obaid, the Director-General of the Arab Center for the Studies of Arid Zones and Drylands (ACSAD), took the legal oath before the Arab League Secretary-General, Mr. Ahmad Abul Gheit, in the Secretariat headquarters in Cairo, marking the beginning of his new position.
During the meeting, Mr. Abu AL Ghait congratulated dr.obaid for being selected to this high position wishing him every success in his duties, emphasizing on the Arab league state’s support for the organization in order to continue performing its important mission and creating an environment conducive to achieve its goals and programs, and giving him the absolute support to perform his tasks optimally
In his turn, Dr. Obaid highly appreciated this support, expressing his hope that the coming period will witness Arab labor institutions’ joint efforts to face the Arab nation’s challenges.
He gave a comprehensive presentation on the organization’s strategy of work and the administrative and scientific methodology that will be adopted during the next phase, confirming that he will work with all concerned parties to serve the issues of joint Arab action in order to contribute to achieving sustainable Arab development that supports and backs economic and social development in the Arab countries.
He pointed out the great technical logistic support that ACSAD receives from Syria’s headquarter country by offering all the assistance to perform its duties optimally and overcome all the difficulties encounter ACSAD’s plans and programs.
The meeting was attended by the Assistant Secretary-General of the League of Arab States, Ambassador Hussam Zaki, and the Assistant Secretary-General for Economic Affairs, Ambassador Kamal Hassan Ali.

The Director-General of the Arab Center (ACSAD), Dr. Nasr Edin Obaid, discussed with each of the Assistant Secretary-General for Economic Affairs, Ambassador Dr. Kamal Hassan Ali, and the Assistant Secretary-General for Administrative and Financial Affairs of the Arab League Secretariat, Ambassador Abdullah Sorour Al-Jurman Al-Mutairi, the role and activities of ACSAD and its works in the headquarters of the General Secretariat.
The Assistant Secretaries-General congratulated Dr. Obaid for taking his new position, wishing him success in performing his duties, confirming their readiness to provide all forms of support to achieve the organization’s economic and social goals development which the Arab League and the Arab joint labor institutions aimed.
The Assistant Secretaries-General praised the work and achievements of ACSAD. They pointed out the importance of the role assigned to the Director-General Dr. Nasr Edin Obaid in achieving many successes in the Arab countries for his outstanding administrative and technical experience.

Dr. Obaid discussed with the first counselor, Mohamed Khair Abdel Qader, Director of the department of the Administration of Arab Organization and Federation in the Arab League, the works and activities of ACSAD in the Arab countries, and the administrative and technical methodology of the General Director of the organization during the next stage, confirming ACSAD’s complete coordination with the administration of Arab organizations and Associations.
In a special ceremony that included the Assistant Secretaries-General, the Director-General of the Arab organizations and Associations and their employees, the Director-General of the Arab Center (ACSAD) was honored on the assumption of his duties, and the speeches delivered during the ceremony addressed all congratulations, wishes, and success to dr. Nasr Edin Obaid.
Besides, Dr. Obaid discussed with the Director-General of the Arab Labor Organization, Mr. Fayez Ali Al-Mutairi, the aspects of joint cooperation and ways of developing it and coordinating in areas of common interest within the framework of the higher Coordination Committee for Joint Arab Action, and the two sides agreed to prepare a cooperation agreement to promote and implement the activities with common objectives.

The Minister of Agriculture and Land Reclamation of the Arab Republic of Egypt, Dr. Al-Sayed Al-Qusayr, discussed with the Director-General of the Arab Center for the Studies of Arid Zones and Drylands (ACSAD), Dr. Nasr Edin Obaid, the cooperation relations between the two sides and the means of strengthening and developing them.
During the meeting, the Minister, current President of the General Assembly of ACSAD, extended congratulations on the occasion of Dr. Nasr Eddin Al Obaid’s assumption his duties as Director-General of ACSAD, during the special ceremony held for his honor in the presence of the consultant Dr. Saad Nassar, and Dr. Sayed Khalifa, President of the Agricultural Syndicate, Director of (ACSAD) office in Cairo. Dr. Mohamed Solaiman, head of the Agricultural Research Center, Dr. Abdullah Zaghloul, acting head of the Desert Research Center, and Dr. Naim Moselhi, the former head of the Desert Research Center.
The Minister confirmed that the agricultural and desert research centers are the two wings of the Ministry of Agriculture, stressed the importance of cooperation with the ACSAD organization in these institutions’ work fields.
For his part, Dr. Nasr Edin Obaid expressed ACSAD’s readiness to participate with its experts in the implementation of President Abdul Fattah Al-Sisi’s initiative; of planting 100 million olive trees, focussing on cultivating oil production varieties due to the economic return from this crop; indicating that 10 million olive seedlings with high-quality varieties can be supplied to Egypt. High-quality items to take advantage of them in implementing the initiative of the President.
Dr. Obaid explained that the most important feature of olive cultivation in the areas where it cultivated is the comparative advantage of this prosperous and blessed tree, which is cultivated in the “poorest land” in terms of tolerance to climate conditions in Egypt and the Mediterranean region, in addition to its tolerance, to drought due to its low consumption of irrigation water.
The Minister of Agriculture expressed his happiness for ACSAD contribution in implementing the initiative of planting 100 million olive trees in Egypt.
The Director-General of ACSAD Organization also confirmed that it is ready to carry out joint projects with the Arab Republic of Egypt in the field of rain harvesting in Matrouh governorate and the northern coast. In addition to implementing joint research programs that serve the cultivation of strategic crops in Egypt, including wheat, and develop varieties with new high-yield that are more tolerant of environmental conditions, pests, and diseases to narrow the food gap.
He pointed out that the success of ACSAD is in the implementation of a series of groundwater wells, which reached 1200 facilities for harvesting rainwater in Matrouh governorate, varied between the establishment of new wells and the rehabilitation of Roman wells established since the Roman era, which lost their ability to store water over the time. That with a total storage capacity of 170,000 cubic meters of potable water, sufficient to cover the annual drinking needs of 10.350 citizens, meet drinking water needs, and improve fig and olives’ productivity.
Dr. Obaid pointed to the importance of the cooperation between ACSAD and Egypt in the field of optimal water use through projects of rationalizing consumption and converting to modern irrigation, raising the efficiency of water use in desert lands suffering from drought and water scarcity of water resources, and using modern technologies in implementing ground wells programs in new regions.
The two sides discussed cooperation in the field of livestock development, especially sheep, goats, and camels, increasing their productivity of meat and milk and developing the Egyptian technical cadres’ competence to serve sustainable agricultural development in the Arab Republic of Egypt.
At the end of the meeting, the Minister of Agriculture and Land Reclamation honored the Director-General of ACSAD with the “shield of gratitude and appreciation” for his efforts to strengthen cooperation between the two sides. Dr. Obaid expressed ACSAD’s appreciation and great thanks for the support it received from the Arab Republic of Egypt and the Minister of Agriculture and Land Reclamation personally. He stressed the organization’s permanent readiness to provide all that can achieve a sustainable agricultural renaissance in Egypt in cooperation and coordination with the Agricultural Research Center and the Desert Research Center and achieve common goals.
Discussing development projects in Matrouh
The Major General Khaled Shuaib, Matrouh governor, discussed with Dr. Naser Edin Obaid, the Director-General of the Arab Center organization (ACSAD), the stages that have been achieved in the development projects that implementing by the organization in the governorate, and the ways to enhance and develop cooperation between the two sides.
The Governor of Mutrouh welcomed the Director-General, Dr. Nasr Eddin Al-Obaid, during a special ceremony held for his honor and the accompanying delegation, at the governorate headquarters, and congratulated him for his new position, and expressed his great happiness to establishing a permanent sub-headquarters for ACSAD in Matrouh, stressing the continuous cooperation for the development of the agricultural sector and serve the people of Matrouh
He explained the nature of the desert coastal governorate extending to 400 km depth in the desert, making it An area of concern for rainfed agriculture, noting that Matrouh needs more support in the construction of dams and supporting farmers and livestock breeders; with the importance of stabilizing farmers and breeders by improving the varieties of environmental crops such as olives, and improving the offspring, whether the items like Al-Sourani, or providing of seedlings such as root internodes or ready seedlings, and the importance of establishing small and medium-sized projects.
He reiterated the importance of coordination between all the departments’ concerned authorities with agriculture, such as the Center for Sustainable Development, the Directorate of Agriculture, and the Faculty of Agriculture at Matrouh University, in both training, qualification, and implementation of projects to reach the target, with a proposal for a monthly meeting in which all the departments concerned with agricultural development in the governorate would participate in developing the necessary plans and proposals.
On his part, Dr. Nasr Edin Obaid, the Director-General of ACSAD, expressed his happiness for his visit to Matrouh and about the efforts he founded of urban development and a distinguished level of civilization, indicating to the Center’s interest in the region and implementation to several projects, including the fixation of sand in Siwa and the project of sustainable development in Bagush. The organization’s role in collaboration with FAO in the project is to establish about 1,200 wells and 1,000 water installations.
He pointed to cooperation in the training and qualifying of many experiences and developing of practical proposals and solutions to the problem of agricultural drainage in Siwa, while looking forward to more projects in cooperation with the governorate, especially in the outlying areas, to see how the local population needs new inputs and providing assistance in the fields of water, agricultural and animal wealth development.
Dr. Obaid delivered a presentation on the studies and applied researches of dry areas the impact of climate changes and the utilization of it, as well as work to support nurseries and pastures, with horizontal expansion and increased wells, cultivation the mothers of trees such as fig, olive, and high-yield varieties, with the identification of the land suitable for this cultivation.
He referred to the distribution of seedlings, especially under the initiative of the President of the Republic to plant 100 million olive trees, which improve the income of the population, especially women, with a focus on small and medium-sized enterprises, such as collecting and processing dairy projects, and olive presses and their products through the support of ACSAD provided. Or, training and qualification of agricultural engineers and the supervision of agriculture and training the farmers in their areas.
The meeting also discussed the possibility of improving the sheep, goats breeds, support with heads of Shami goats and Awasi sheep, for their high productivity in both milk and propagation, and how breeders interfere in some species with the preservation of Al Barkawi sheep.
At the end of the meeting, Major General Khaled Shuaib, Governor of Matrouh, thanked Dr. Nasr Edin Obaid, the Director of ACSAD, and the accompanying delegation for their interest in visiting Matrouh and for their concerning about the agricultural nature in it, stressing the importance of continued cooperation to support the people and coordination on the proposals to achieve sustainable development. And shields were exchanged, as he gifted The Director-General of ACSAD Shield to Major General Khaled Shuaib, Governor of Matrouh, and the Governor of Matrouh presented the Governorate Shield to Dr. Nasr Edin Obaid, Director of ACSAD Center, in honor of his Excellency.

THE Director-General of ACSAD undertakes more development projects that serve Matrouh’s tribes
The Director-General of the Arab Center (ACSAD), Dr. Nasr Edin Al Obaid, discussed with Matrouh’s mayors, sheikhs, and farmers the agricultural sector’s problems and ACSAD’s capabilities and ways in contributing to its solution through sustainable development projects.
The heads of the Matruoh tribes expressed their great happiness for the presence of Dr. Nasr Edin Obaid among them, as he is the first Director-General visits the region and be concerned with knowing the projects and activities that ACSAD is implementing there, and listening to their problems in the agricultural sector.
They noted that the reliance on government agencies to provide them with suitable seeds of wheat and barley, indicating that there were no machines and equipment for soil tillage operations before and after cultivation and to the absence of the provision of services and veterinary care to protect livestock in Matrouh, as well as the necessity to expand rain-harvesting and drinking water projects.
In his turn, Dr.Obaid reviewed during the meeting the role played by ACSAD, confirming his concern to make his visit outside ACSAD headquarters is to Egypt, and the Matrouh governorate would be his first one. Clarifying that one of his priorities is to contribute to achieving stability in these regions, which serves the Egyptian state’s plan for development and limiting migration to different governorate’s cities, in order to achieve the demographic balance between cities, gatherings, and Bedouin villages; and emphasizing the importance of solving these regions’ different problems in light of the joint projects between the ACSAD and the Desert Research Center.
He stressed that the organization is working on providing all kinds of support to the Matrouh Governorate people, especially the southern regions that need wells, reservoirs, and other projects for women’s activities; and adopting modern methods and technologies to benefit from every drop of water that can be used for drinking water, as well as meeting the region’s needs for agricultural development and increasing livestock.
He pointed out to examine the possibility of implementing small projects for desalination of wells water or establishing gas production units depending on the animal waste management system and providing a number of distinctive olive varieties seedlings for experimentation of cultivation in Egypt, or by offering the Shami goat-sperm straws to improve the state of goat production in Matrouh.
For his part, Mayor Mohamed Al Habouny, chairman of the Council of Mayor and Sheikhs in the Matrouh governorate, expressed his appreciation for the role of the ACSAD organization and its continues support for the development projects that are offered to the neediest citizens in the regions of sub-Western Sahara, especially in establishing reservoirs and wells for harvesting and storing rainwater and spreading the accepted pastoral plants for the livestock. He also praised the important and promising visit made by the Director-General of ACSAD to Marsa Matrouh, confirming that the Council of the Mayor, sheikhs and farmers are keen on making the best use of the services provided by ACSAD organization for the agricultural sector, with its two sections, the livestock and plant one in the Matrouh governorate.

Dr. Nasr Edin Obaid, the Director-General of the Arab Center ACSAD, made an acquaintance tour of the Center for the Applied Research and Training Center at the Center for Sustainable Development of Matrouh’s Resources to viewed the progress of implementing the projects of Water Harvesting in the Matrouh governorate, in which the two sides cooperate. To improve agricultural practices for the cultivation of figs and olive in the region through the expansion of research farms, which are an extension of a pilot model from Bedouin communities in different areas of Matrouhgoovernorate.
During the visit, Dr. Obaid praised the efforts of the Ministry of Agriculture through the Desert Research Center, which works to reduce the water gap, increase the water reserve of rainwater, develop rainfall areas, alleviate poverty, improve the standard of living of Bedouin communities with rain shrouds, and spread modern technologies for the optimal utilization of the natural resources available to these communities.
He referred to the Ministry’s efforts to provide a sustainable irrigation source for cultivation crops, rehabilitate and cultivate valleys in periods of aridity, decrease rainfall rates, and improve natural pastures, livestock, and plant production. Encourage the local communities to conserve natural resources from degradation, protect the environment, combat desertification, stability, reduce migration to populated areas, and raise Bedouin women’s capabilities and skills through training in handicrafts, small and micro-enterprises.
He also pointed out the establishment of 125 research farms in the total area of 375 faddan by ACSAD in Cooperation with the Desert Research Center and applying best and modern agricultural practices by providing the farmers in those extension fields with fertilizer, pesticides, nutrients, and pruning tools.
The Director-General of ACSAD added that there was a provision of modern agricultural tools and machinery consisting of self-operated fumigation equipment 600 L running on gasoline, automatic cultivators running on solar, and automatic saws running on gasoline, besides to train more than 2000 farmers (field and theoretical training), were also provided in more than 70 training days. In addition to special training in the quality health care of drinking water.
He confirmed that ACSAD offers technical and in-kind assistance, experiences and training courses, fruit tree seedlings, and Shami goats to relieve burdens. The Desert Research Center will be provided with a number of olive seedlings such as Al Sourani, Qaisi, and Khudairi dual-purpose varieties by supporting the Center for Sustainable Development of Matrouh Resources with tens of thousands of olive seedlings and varieties of olive origins for deployment to citizens in agricultural areas where traditional water sources are not available.
He also noted that ACSAD had implemented two projects in Cooperation with FAO and the European Union’s joint program for Rural Development Program (Supply Water to local communities through Water harvesting and the Water Harvesting project and Good Agricultural Practices for improving local Community livelihoods between 2016 and 2020), to reduce the problems of high rates of desertification in a number of areas of the northern coast through achieving the sustainable development.
Dr. Obaid pointed out the implemented projects consist of 1020 water harvesting constructions, new wells constructions, the maintenance and rehabilitation of Roman wells, which date from the Roman era and which lost their capacity to store water due to time and weather, to benefit from it in meeting the needs of nomadic communities in Matrouh. In addition to contributing to the provision of drinking water to 10,600 people, representing 1,516 Bedouin community families, and providing the cost of transporting water from cities to Bedouin communities based on the water of these wells, which was reflected in the Bedouin family, to reduce the cost of living in areas of rainwater harvesting projects. Also, providing some 10,000 temporary work opportunities directly and indirectly and creating economic growth in the region during the implementation project’s period.

The Director-General of the Arab Center (ACSAD), Dr. Nasr Edin Obaid, discussed with the Acting Head of the Desert Research center, Dr. Abdullah Zaghloul, in Cairo the cooperation relations between the two sides and the ways of enhancing and developing them in light of the latest developments that have emerged for both sides during the work mission in Matrouh governorate.
The two sides agreed that many procedures must be taken to contribute to the governorate’s sustainable development processes and help the Matrouh brotherly farmers to overcome the obstacles they face.
The meeting was attended by Dr. Safi Edin Metwally, vice-president of the Center for Research and Studies, Dr. Naim Muselhi, former President of the same Center, and the Heads of the people, with the participation of Dr.Ayham Al Homsi, Director of Economic and Planning department in ACSAD, and Dr. Sayed Khalifa, head of the Egyptian Agricultural Syndicate, head of the “ACSAD” office in Cairo.
At the end of the meeting, the workers in the Desert Research Center held a ceremony to honoring the Director-General of ACSAD, who offered at his beginning Dr. Abdullah Zaghloul, in his name and the employees of the Center, his sincere congratulations and wishes for success to Dr. Nasr Edin Obaid for assuming his new position. The shield of the Desert Research Center then provided with gratitude and appreciation and expression of the extent of his happiness to Dr. Obaid and the members of the Center for this visit.
the Arab beekeepers Union honors the Director-General of ACSAD
The Arab Beekeepers Union also honored Dr. Naser Edin Obaid, the Director-General of the Arab Center for the Studies of Arid Zones and Drylands (ACSAD), for his important role in supporting the bee industry in the Arab region and his repeated call for benefiting from the comparative advantage of Matrouh governorate in implementing beekeeping projects for the purpose of excellent honey production.
Dr.Obaid praised the Arab beekeepers union’s role in providing technical recommendations and establishing workshops that serve the beekeepers and bee industry, as they have an economic impact on the bee production areas. He explained that beekeeping breeding is one of the small projects that spread in dry areas depending on the natural pastures and the distinct plants that leads to excellent and high-quality honey production.
He added that ACSAD works on cooperation with the Beekeepers Union to benefit from the comparative advantage of its project regions in the Arab countries, which positively reflects on developing the bee industry, raising the efficiency of bee honey production, increasing the number of bee cells and implementing biocontrol programs to protect the Bee wealth.
On his part, Fathi Bheiri, the head of Arab Beekeepers Union, said that the Union activities serve 12 Arab countries by implementing workshops and conferences that serve workers in the bees sector and develop its industry to achieve the desired benefits. He pointed out that the bee sector is reflected in increasing agricultural production and stabilizing working families in this economic activity.

ACSAD….the Axis of Development in dry areas
The Egyptian Agricultural Channel also hosted the Director-General of the Arab Center (ACSAD), Dr. Nasr Edin Obaid, on the live television program entitled “Al-Hasad” or(the Harvest) ” ACSAD… Axis of the Development in Dry areas.”
The meeting discussed a number of important axes related to the ACSAD’s work as one of the most important organizations of the Arab League, which has a comparative advantage in implementing projects that serve the dry regions most affected by the climate changes, namely the desert lands in the Arab countries, including projects for rain harvesting to meet the needs of these regions from drinking water. Also, raising the efficiency of the pasture and vegetation cover of desert lands to ensure the sustainability of agricultural development and livestock in these lands.
The meeting showed the importance of the organization’s role in cooperation with the Arab governments to raise water and land resources’ efficiency to ensure a decent life for the targeted project areas.
In addition, the importance and role of ACSAD in coordinating between government plans on the one hand and ACSAD plans, and setting a map of priority project targeted by the organization.
The Director-General also presented a full explanation of the ACSAD projects in the Arab Republic of Egypt, particularly the rain-harvesting projects in the northern coast and Matrouh governorate and its results in reality, and talked about the organization’s role in coordinating the relevant research centers in support of applied research in the Arab countries.
He also discussed ACSAD work generally and in Arab countries in particular, including its efforts to solve livestock problems, exchanging Arab experiences, and its role in solving desertification problems that threaten several of Arab countries.
He explained ACSAD role in facing the most dangerous climate problems that threaten the Arab region and the procedures it took in this field, especially the studies and researches that ACSAD experts had been prepared and carried out.
ACSAD office in Cairo/ a coordination meeting
The Director-General of the Arab Center (ACSAD) Dr. Nasr Edin Obaid held a working meeting with the experts working in ACSAD office in Cairo, during which he briefed the office’s work: and he heard from Dr. Sayed Khalifa, the Director of the Cairo office, a full explanation of the progress of work in the projects and activities carried out by ACSAD in the Arab Republic of Egypt.
The Director-General commended the work and activities carried out and their follow up by the experts, that had been shown clearly during the field visits to Matrouh governorate and viewed the results of these projects positively reflected on local farmers and livestock breeders, stressing the full commitment to carry out tasks and activities according to the established plans and to overcome urgent obstacles. And the expansion of new projects in coordination with national, regional, and international organizations and research centers
Beirut hosts the executive board of ACSAD in its 41st round.
The Director-General of the Arab Center organization (ACSAD), Dr. Nasr Eddin Al Obaid, discussed with the Lebanese Ministry of Agriculture Secretary-General, Engineer Louis Lahoud, the relations of cooperation between the two sides, and the current preparations for the meetings of the Executive Council of ACSAD.
En. Lahoud showed Lebanon’s intention to host the Executive Council’s 41st session in Beirut in 2021 and going further in expanding the prospects of collaboration; strengthen ACSAD role in the next phase in Lebanon as it has unique experience in its fields of work.
The Secretary-General of the Ministry directed all its employees, in full coordination with ACSAD in all fields, to enhance the joint work for servicing the farmers and livestock breeders in the Lebanese Republic. Also, En. Lahoud extended his congratulations to the Director-General, Dr. Nasr Edin Obaid, for assuming his new position, expressing his complete satisfaction with the level of cooperation between the Ministry and ACSAD.
For his part, Dr. Obeid expressed ACSAD appreciation and thanked the support it received from the Lebanese Republic, confirming the permanent organization’s readiness to offer all that can contribute to achieving a sustainable agricultural renaissance in Lebanon in particular, and in all Arab countries in general.
Dr. Obaid stressed the concern of the Arab Center (ACSAD) to strengthen scientific and technical cooperation with the Lebanese Ministry of Agriculture to make the optimal use of modern technologies, to implement sound management of natural resources, and to develop the competence of Lebanese technical cadres to serve sustainable agricultural development in the Lebanese Republic.
During their talks, the two sides pointed to the importance of developing cooperation in improving the livestock fields in Lebanon, primarily the sheep and goats, whether by providing the Ministry with live animals or the sperm straw of artificial insemination to increase the productivity of meat and milk.
They also discussed developing cooperation in the field of developing high-yielding wheat and barley varieties, resistance to drought, rust and Smaut disease, and providing the Lebanese Ministry of Agriculture with the appropriate olive varieties for the regions of Lebanon, produced by the Arab Center (ACSAD) at its research station and nurseries in the Syrian Arab Republic.
Some water dams were also discussed in some Lebanese regions, which could serve the biggest number of farmers.
